In example 10a the key is Db major to Gb major and the anchor notes are Gb (4), Ab (5), Bb (6), and are at the bottom of all the chords.

The piece contains non-diatonic chords, so there is B the b7th.

The key changes to Gb but that did not affect the anchor notes.
